You may have up to three Cardania Citizen's aboard any Stellar Hood starbase. Citizens can board your starbase from Cardania ₳ Skyforge circling WASP-59 (AKA "Moos")

Each citizen has a specialization, and some specializations provide special abilities for your starbase. Pilots make jump range calculations more flexible by extending the jump range tolerance of your starbase. All pilots apply ±2% to the jump range tolerance for their starbase.

Each citizen also has a talent. Pilot's with the "Fast" talent add ±5%, and pilots with the "Flexible" talent add ±10%.

These abilities stack, so the maximum augmentation possible is ±30% with three flexible pilots aboard.
